Decree No. 3144: Establishment of the Center for Research & Studies in Legal Informatics

 

Chapter I: General Provisions

 

Article 1

 

The Lebanese University shall establish a university unit for research and studies called the “Legal Informatics Center”, hereafter known as “the Center”.

 

Article 2

 

The Center shall:

  1. Conduct research and studies in legal informatics and focus on developing and utilizing its means.
  2. Carry out and distribute possible documentation of legal information.
  3. Cooperate with higher education institutions concerned with legal, social and linguistic studies.
  4. Cooperate with informatics centers and various legal sectors.
  5. Prepare training courses in the field of legal informatics.

 

Chapter II: Overall Structure

 

Article 3

 

The Center is managed by a Dean and Council in accordance with the rights and powers stipulated in the regulations related to the deans in the faculties of the Lebanese University.

 

Article 4

 

The Council consists of:

  • Dean - Chair
  • Heads of Scientific Departments – Members

 

Article 5

 

The scientific departments in the Center are defined as follows:

  • Legal Department.
  • Informatics Department.
  • Linguistic Department.
  • Documentation Department.

 

Article 6

 

Each of the scientific departments referred to in Article 5 above consists of its own researchers.

 

Article 7

 

First

The staffing of researchers in the Center's departments is as follows:

  • Research Professor
  • Classified Researcher
  • Research Assistant

 

They should meet the following requirements:

Research professor: Holds at least a PhD degree in any of the Center's departments.

Classified researcher:

  1. At least a postgraduate diploma in law or in any of the Center's department specializations, or ten years of experience in the actual practice of lawyer profession.
  2. A statement of following a preparatory course in automated legal documentation with a duration of not less than five months.
  3. Passing a special test prepared by the Center's Council.

Research Assistant:

  1. A bachelor's degree in Lebanese law.
  2. A statement of following a preparatory course in automated documentation with a duration of not less than two months.
  3. Passing a special test prepared by the Center's Council.

 

Second

Appointment and promotion of members of the researchers' staff shall be carried out within the limits, laws and regulations in force. They are contracted within the allocated budget funds and in accordance with the conditions imposed for appointment stipulated above.

 

Third

Researchers are distributed to work in the Center's laboratories and in the laboratories or libraries of the Lebanese University faculties and legal sectors contracted with the Lebanese University by a decision of the Center's Council.

 

Chapter III: Duties

 

Article 8

 

The duties of the scientific departments are defined as follows:

 

1- Legal department:

  1. Conduct studies and research in the law field and the field of legal informatics and all legal activities.
  2. Collect, analyze and address legal documents for possible documentation.
  3. Supervise the legal work carried out in the laboratories.

 

2- Informatics department:

Conduct research in the field of informatics in terms of equipment and programs for automated legal documentation.

 

3- Language department:

Conduct research in the field of language with regard to its use in automated documentation of legal documents and in all legal activities.

 

4- Documentation department:

Conduct research in the field of documentary informatics for use in the automated authentication of legal documents.

 

5- Laboratory:

The lab conducts various legal informatics work and activities, in particular the following:

  1. Analyze and process legal texts for automated documentation.
  2. Develop indexes, gazetteers, addressing methods and thesauri.
  3. Document, extract and distribute the processed texts on the computer.
  4. Prepare and train those involved in legal informatics under the supervision of the scientific departments.

 

Article 9

 

The administrative and technical staff of the Center shall be determined according to the regulations of the Lebanese University faculties.

 

Chapter IV: Miscellaneous & Final Rulings

 

Article 10

 

The head of each scientific department is appointed from among the professors working therein by a decision of the university president based on the proposal of the dean of the Center for a renewable period of three years.

 

Article 11

 

The Center has the right to contract full-time, hourly, or specific research with researchers who meet the conditions stipulated in this decree by a decision of its council.

Members of the teaching staff at the Lebanese University may also be assigned to the Center to conduct scientific research based on their request, the recommendation of the Dean of the Center and the approval of the Council of the competent faculty by a decision of the President of the Lebanese University.

 

Article 12

 

The teaching quota of a full-time faculty member at the Lebanese University who is affiliated with the Center may be reduced up to half, according to the text of the affiliation decision.

 

Article 13

 

This decree shall be presented to the Council of Ministers at its first session.

 

Article 14

 

This decree shall be published and communicated where needed.

 


 

Decree No. 4141 (dated 10/13/1993): Amending some provisions of Decree No. 3144 of 11/04/1986 on the establishment of the Center for Research & Studies in Legal Informatics

 

Article 1

 

The text of Article 1 of Decree No. 3144 dated 11/04/1986 (Establishment of the Center for Research & Studies in Legal Informatics) has been repealed and replaced with the following text:

"Article 1 - A "Center for Research & Studies in Legal Informatics" shall be established at the Faculty of Law, Political & Administrative Sciences at the Lebanese University, hereinafter known as "the Center".

 

Article 2

 

The text of Article 3 of Decree No. 3144 dated 11/04/1986 was canceled and replaced with the following text:

"Article 3 - The Center shall be managed by a president and a council in accordance with the rights and powers stipulated in the regulations related to branch directors and their councils in the faculties of the Lebanese University.

 

Article 3

 

The text of Article 4 of Decree No. 3144 dated 11/04/1986 has been repealed and replaced with the following text:

"Article 4 - The Council shall consist of:

  • Dean of the Faculty of Law, Political & Administrative Sciences - Chairman
  • Head of the Center
  • Vice President
  • Heads of scientific departments – members

 

Article 4

 

All texts and provisions that contradict or are inconsistent with the provisions of this decree are canceled.

 

Article 5

 

This decree shall be published and communicated where needed.
